How Child Care Record presents state licensing data

This release standardizes current child-care regulator rosters from California, Colorado, Connecticut, Delaware, Florida, Maryland, Massachusetts, Michigan, Missouri, Nebraska, New Jersey, New York, Ohio, Pennsylvania, Texas, Vermont, Washington, and Wisconsin while retaining state terminology and definitions. State inspection, enforcement, subsidy, schedule, and program fields remain separately labeled rather than converted into a cross-state score. Home-based street addresses stay blank.

Record completeness

Record completeness reports whether selected roster identity and licensing fields are populated. Inspection recency, citations, complaints, and visit counts remain separate dimensions; none is converted into a safety or quality score.

Merge rules

Each source maps its native columns into canonical fields. Lower priority numbers win when two sources provide different values. Every observation remains attached to the record with its source URL and observation date.

Limitations

This release standardizes current child-care regulator rosters from eighteen states. Fields and definitions differ by state: California publishes visit, citation, and complaint aggregates; Florida publishes three-year inspection histories and Licensed, Registered, Exempt, and Substantial Compliance profiles; Texas publishes inspection, report, weighted-deficiency, and action aggregates; other states publish different program, subsidy, schedule, or quality fields. Maryland is roster-only and does not imply inspection coverage. Missouri's monthly export includes both licensable and license-exempt programs, retained as separate source facts. New Jersey retains Temporary Closure and Ohio retains Enforcement as current source statuses. Nebraska's official GIS roster is dated October 15, 2025; verify current status with DHHS. Wisconsin's official bulk layer had 4,687 unique providers when its live Finder reported 4,793, so it is not a complete copy of the Finder. Missing cross-state fields are unavailable, not zero, and state program labels are not comparable ratings. This is not a live vacancy, price, staffing, accreditation, or current-conditions source. Co-located California licenses may be grouped as one site in the explorer, but each license retains its own capacity and regulatory history. Addressed California and Maryland records use official source geometry when available; home-based records use approximate ZIP-area points and never publish street addresses.
